They may as well disable vocal local on the IS/IS2 now...

They could incorporate what the XL does by cutting off the music during narration even with vocal music, but I don't know if it's possible to tweak that setting on the IS/IS2.

The XL doesn't use narration anymore since earlier this year

January 25, 2012 - Vocal local has been disabled on all STAR XLs nationwide. It is unknown if this was an intentional change or not.

On the IS the the music is lowered enough when the forecast voice plays that it does not interfere that much.
Not sure how it is on the HD channel, we don't have the IS2 on TWC HD and get the national LF.

The IS2 doesn't lower it significantly and the vocal music could still be heard clearly in background. http://goo.gl/QKIxi

They really need to check the song rotation schedule.
The same song played 6:58am, 7:08am, 8:58am, 9:08am, 9:28am  ET and another song was played at 7:28 & 7:48am.

A new song at 4:08pm ET "Bless the Broken Road" Rascal Flatts.
