This storm is funny...it shows signs of developing into a hurricane, dies, and now it's likely to come back to life again. :yes: I guess this is still something to keep an eye on.

It simply ran into an environment where there was too much dry air or shear to cause all the convection to fizzle out.  Now, it's in a better environment to develop, and it may indeed regain its status soon.
