The advisory crawls runs independently and run for a specific amount of time the moment the advisory is issued.

The actual LF not cuing has nothing to do with the STAR itself; it simply hasn't received a cue from TWC to start running the LF. The actual STAR is always running during this time, so the alert crawl is going to keep running. The only time you wouldn't see the alert crawl is during local ads of if the actual STAR failed.

Here is a video I edited of this evening's two satellite LF sightings, at 8:30 PM EDT (lol, very late LF, see title  :rofl2: ) and again at 8:59 PM EDT.

The first one occurred between two different episodes of Storm Stories, and the second one occured between an episode of Storm Stories and an episode of When Weather Changed History.

Here in Irving, there was a satellite LF sighting for the first few seconds, then the IntelliStar kicked in around 4:08PM CDT.
