Making some new graphics lately. I was wondering if anyone had any tips for creating glass-like effects in photoshop elements, I'm quite confused. Really would like to learn how to use it better, if anyone knows a good site to teach these things, please let me know.

btw, it seems the observation was taken in °C.. if you multiply -1 by 1.8 and add 32, you will get 30.2°F

It has gotten that cold before many times in PA though, even in Pittsburgh (but especially in the countryside and mountainous regions in central PA).

It gets that cold here quite often in winter. But that is a mistake. It hasn't been that cold here in at least a week or two.

Back in the early 1990s, I remember seeing −20°F in eastern WV.  Zach, it gets below zero in the Northeast and the Mid-Atlantic more often than you think.
