People don't pay attention to their plans and their history. All they care is that it's on their political party. 
Agreed. I listen to a lot of talk radio, and in turn, hear from voters of my party. It's really frustrating to hear them endorse Newt Gingrich. Out of all the candidates, Newt is the closest to Obama as far as policies go. Which begs the question, if it's not Obama's policies you're against, then what is it? Even more frustrating is when his supporters cheered him on when he refused to answer questions about one of his affairs. I thought we were the party of morals?
It's sad how badly our government is being run right now. I'm personally sick of my particular congressman, and I'm not thrilled with the new Republican nominees either. It's up to the voters, and unfortunately, as Matt said, the average voter knows very little about their own congressmen or government.

You can also sign up at Congress.org to get updates on legislation, and how your congressmen and senators voted. I'm not so crazy about my congressman either. He's okay, but could be better. My Democrat senator is retiring (thank God - he was one of the deciding votes on Obamacare) and my Republican one is awesome.
