The ID for the DirecTV IS on SD is now 24130.

This has been an on and off occurrence since 2009 and i havent seen 24130 since September 2009 (excluding its presence now).. there is no revealed reason the ID screen changes to 24130. I asked the STAR Team back in 2009 but they were unsure

I saw a promo for TWC Prime Time. I think it could be part of the schedule changes.

Correct. The promos are very different looking... kinda like something a movie channel would create.
