What happened to a consistent hourly schedule?

Since 2005 or so, TWC phased out the hourly schedule in favor of showing the top stories at the top of the hour, and the rest of the hour being fair game, save for the Weekly Planner at 20 after the hour. Why did TWC do so? I liked having coast-to-coast weather at the top, then travel/lifestyles at 10  and 40 after, weekly planner at 20 after, coast-to-coast at half-past the hour, and Storm Watch/Tropical Update at 50 past.

Was it because TWC though the hourly schedule got repetitive quickly?

I greatly preferred the regular schedule from the late 90s and early 2000s.  Now when I tune in to watch TWC, I have no clue if I'll be waiting five minutes or almost an hour to find out what I need to know about the weather across the country.
