Do NBC and FOX have some sort of joint or agreement? I see promos about my local Detroit FOX station often on TWC.
Are you sure what you're seeing aren't local ad insets broadcasted by your headend?
Oh, okay. Yes, they are ad insets from Charter. You can tell by a change in audio and a slight chance in picture/brightness.

Also, this is the first time I've seen "Snow Squalls" on the weekly planner graphic before, and that was on January 6th...

Another indication that the key walls are permanent, even though we already know they are... the monitors that were next to the video wall are gone.

I find it awkward that TWC's LDL has been up and down all day, Hirad outages, and now I haven't seen a Lower Third graphic in over an hour. I like the new HD radar though.

EDIT: I see it now... that seems to just be a radar source from Intellicast, parent company to TWC.

That radar was being used throughout the day today because of a TWC outage (which also caused the current products and radar outages on the WeatherSTARs and weather.com).
