Other networks normally just push the viewed screen upward a little so that their lower display can fit right underneath and not block the commercials.  See ESPN's Bottom Line during a commercial break as an example.  As Jesse said, TWC and all other networks don't want to hide their ads as they were all paid to show them.

TV guide network is the same on cable in a sense as when i saw the channel on Bright house 2 weekends ago there were pillar bars  :P (Directv doesnt get the grid guide)

it would be better to shrink the picture to fit the LDL in

it's worked for CNBC and ESPN so why can't TWC do the same?
