advisory... which is in effect from 4 am to 8 am EDT Sunday.

* Locations... coastal southern Connecticut... eastern Long
Island... and interior Union County.

* Hazards... freezing ground temperatures.

* Temperatures... in the mid 30s.

* Timing... the coldest temps are expected early Sunday
morning... between 4 and 8 am. Temps may briefly drop below
freezing... but are expected to remain mainly in the mid 30s.

* Impacts... unprotected and sensitive vegetation could be harmed.

Precautionary/preparedness actions...

A frost advisory means that frost is possible. Sensitive outdoor
plants may be killed if left uncovered.

Will have the second driest April on record (Islip) and will be 3rd driest for Central Park. The past two years have had very inactive and dry springs. Models literally have no precip for the next 12 days with almost 0% cloud cover everyday. The soil is going to loose a ton of moisture. Might slip into D1 drought.

The combination of light winds and high moisture levels has
resulted in the formation of fog across eastern Long Island and
coastal Connecticut. Visibilities mostly range from 1/2 mile to 2
miles... with patchy dense fog reducing visibility to 1/4 mile or
less in spots.

The fog is expected to remain overnight with some improvement once showers
move into the area around or shortly after daybreak Thursday morning.

Motorists should exercise caution while driving tonight... use low
beam headlights and slow down.

* The remnants of tropical system Andrea... combined with a system
moving in from the west will bring widespread rain across the
tri state area beginning late tonight and lasting until
Saturday. Rainfall amounts between 2 and 4 inches are
forecasted... with the heaviest rain expected Friday afternoon
through early Saturday morning. Maximum hourly rates could reach
between 1 and 2 inches.

* These rainfall amounts could lead to flash flooding of urban and
poor drainage areas... as well as small stream flash flooding.
Main stream rivers should remain within their banks. It should
be stressed that while we are expecting a prolonged period of
rainfall... the main concern during this time period will be
flashy responses across the urban areas and small streams.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

Nassau County in southeast New York...

Kings (Brooklyn) County in southeast New York...

* until 715 PM EDT...

* at 407 PM EDT... National Weather Service Doppler radar indicated
an area of heavy rain approaching from the south. This area is
estimated to move across portions of NYC and Long Island between 430
PM and 600 PM. Rainfall rates are estimated to be ranging between 1
1 1/2 and 2 1/2 inches per hour. This is expected to cause flash
flooding of some roads... especially in low lying and poor drainage
areas.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams... urban areas... highways... streets and underpasses
as well as other drainage areas and low lying spots.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.
