My grandma just notified me saying that her SD IntelliStar isshowing the Satellite/National LF and that the LDL is also showing the National forecasts and has been going on since early Saturday. This issue also happened around a month and a half ago. If you could fix that, my Grandma and the other thousands of people would be glad.

In that case, it's not so much the IntelliStar is showing it, as its output is being bypassed/has been discontinued for some reason.

I do remember during previous Star upgrades that there was no Star forecast generated for as long as nearly a month (when the Philadelphia area III got upgraded to a 4000 in the early 1990s), so that could certainly be a possibility.
Of course, there weren't any national LDLs or fancy-looking national local forecasts back then... just a scrolling "Travel Cities Forecast" over and over again... the text version. :)

True. In that case, maybe it's just a failure of the SD IntelliStar that's just gone unnoticed by the cable company.
