Is there a WeatherScan channel in Bloomington, IN?
I heard that they have one somewhere, but I don't know if they have one in Bloomington, IN.

It depends on the cable provider. I suggest you contacting them so you can know ahead of time.

Another possibility is that he might have analog only, so try looking at digital tiers too.

According to Comcast's website, Weatherscan isn't available in Bloomington.
