If satellite providers have local channels, then why don't they carry NBC Plus/WeatherPlus and the AccuWeather Channel? Unlike TWC's STARs, these channels aren't powered in the headend but rather by the affiliates, so I don't understand why they aren't carried.

They're not under obligation of the FCC to carry them. Comcast technically isn't either. They can pull them at any time. The regular local channels are legally obligated to be carried however.

bandwidth you can't get them on direct tv with a AM21 on the HDDVR and HD box.

    If you have DISH Network in the Atlanta, GA market, you can get the local version of NBC Plus. On the digital sub-channel of Channel 11 at 11.2, it's called "11 Alive Weather" named after the local affiliate in this market that happens to have a partnership with The Weather Channel, 11 Alive/WXIA-TV Atlanta, an NBC affiliate.

You need an over the air tuner for 11.2 on Dish, I believe.

The only digital channels Dish will carry are subchannels of stations that were tied to station carriage - and those have network affiliations, e.g. CW and Fox.
