Anytime in the 1990s.
Most of the focus was on the weather, and the Local Forecasts were generated by the WeatherSTAR 4000 (or a STAR XL in the late '90s) if you lived in a large city, or a STAR 3000, or Jr. if you lived in a small town. Other segments included Business/Weekend Travel Forecasts, Tropical Updates, and Business Planners.

I'm going to say 91-96. It's as if everything came together beautifully during that period.

For me, it was the "Live By It" era, and the year of 2008.
