How can I automatically let the VCR to record and stop the recording while i am asleep?

That's probably just a temporary rise. It's down to $116.50 now.
Oil prices dropped more than a dollar today, finishing at $113.01.
Lack of headends, thus lack of WeatherStar units. There's only one headend for Massachusetts, meaning that people in the western part of the state would get forecasts for Boston, whose conditions can be far different than the western part. I believe there's also only one headend for southern California, and the conditions from location to location can be even more different there, particularly in the higher elevations. It's not as bad here as I live about 20-30 miles from Philadelphia, but I still can have temperatures 5-10 degrees cooler than the city, and I would have a severe weather warning for a county that is far from where I live.
In addition, since FiOS headends cover a large area, Weatherscan has so much city forecast segments that some don't have room for lifestyles segments, and also it would take awhile for you to receive the forecast for your location.
