Yes, I didn't look at each and every city, as most cities are tied into a "regional" channel line up but all of the ones I looked at had weatherscan. In Arkansas it appears to be on channel 137.

Of course there is also "Kansas 22"...a statewide channel on Cox Kansas in which KSN-TV from Wichita and KSNT-TV from Topeka (Although mostly KSN) provide news and weather updates 24/7 for the state.
