"Monday night about 9:30 City Officer Bob DeLee was in the Wal-Mart parking lot and observed 25 year old Nichole Dudek of Plymouth parking a vehicle. After verifying that she had been served trespassing papers from Wal-Mart properties Officer DeLee arrested Ms. Dudek. She was transported to the Marshall County Jail and charged with trespass, entering after being denied entrance. She was able to post the $250 cash bond and was released at 11:50 p.m. "

Locals over the commercials is directly the fault of someone/something not cuing the STAR properly.
CC narration won't be present on one-minute Locals in extreme situations (it's not exactly what Billy posted earlier in regards to 1min versions...but it's gotta be something related).
