He means that TWC virtually never preempts long-form programming on the weekends to cover current weather.  Thus, weather needs to occur during weekdays to accommodate TWC.

Bought more VHS tapes today. This time, Wal-Mart actually had them. 6 Sony cassettes for $5.97.

That's odd. I remember reading an article several years back that Walmart was going to phase out VHS tapes in their stores in 2006. Guess that was just a rumor. 

I think they meant VHS movies, not the blank tapes themselves.
