This is nothing new.
While I do not think YouTube has ever been used as a streaming service for TWC before, they have provided live online streaming during major weather events like hurricanes or major tornado outbreaks as ruhgster mentioned.
While I do like the idea of online streaming, especially when I can't have access to a TV, unfortunately I don't think they can do this permanently - as ruhgster also mentioned, cable companies would freak.

These graphics scare me more than Friday the 13th! 
world does TWC consider Friday the 13th a holiday?! It's not! It was even on their "Holiday countdown" wheel. Ugh.
