I remember that back in day (1998), a Bryan Savage song would play practically every Saturday morning at some time between 7am and 8am.Speaking of which, its becoming an everyday trend for me to notice that "Come Into My World" plays at 11:48 AM ET and "Time Is Tight" at 11:58 AM ET...I've noticed this weekend the music on the LF for all day parts has been the same coming from the evening playlist.
Will they be changing it up soon?
it would be nice if TWC did notify us a playlist change is coming, the current rotation issues are really annoying.
the Smokey's Farmland Band daytime song played at 11:48 but the dayparts are still mixed up because Enchanted played at 6:08 AM ET (another song at a typical time 
) and a primetime song played at 11:28 AM ET (cant remember which one though)

You need to go into your device manager then and disable the integrated graphics.. in fact Im surprised your computer is running with both graphical devices enabled

Couple things Donovan..
Have your task manager open and make sure that none of your service processes (such as svchost.exe) exceed 100,000 MB in memory and or ~50%+ in CPU and find out what the culprit is. Make sure their priority is set to normal as well.
- You could have a virus, spyware, and or malware on your PC (even though your scanners don't detect any)
- As Patrick stated, your graphics card could be at fault.. either physically failing or the driver file in the OS has become corrupt
