Plus I believe that they are having issues with the XL or their channel modulator, the picture is zoomed in a bit.  This noticable when the large LDL is displayed.  Under the logo you see 'weather.co"  the "m" is cut off.
There's nothing wrong there on your end. What you are seeing when the large LDL is displayed is normal. On most TVs the "m" is cut off on the weather.com.

could be cause by multiple things...

sun flares, a tv cable not plugged in correctly, or your headend did something to the input on your star.

but i don't think this is caused by TWC themselves. :no:
It was a national issue on the SD feed. I saw it happen live.

Whenever there is an active weather bulletin being displayed on my LDL, the city title for the alert is New Oxford. However, New Oxford is not one of the regular three cities that rotate on the LDL. I assume, the city title for the alert should be Hanover, which is the main CC city on my IntellIStar.

Also, it's worth noting (I guess) that when the blue LDL was introduced in June 2008 and the new LDL was introduced in March 2010, for the first few hours after the update, New Oxford appeared as the main CC city on the LDL before being changed to Hanover.

The reason it was removed is because that information wasn't important enough for the average viewer. So I wouldn't expect it to come back.
The clock on the new LDL wasn't originally ruled important enough for normal viewers, but it was eventually added back. Also, the Dewpoint was missing from the black and blue LDLs for ages, but it was finally added back to the new LDL back in March.

BTW, the current UV index is on the LDL, but I assume fullstrength wants forecast UV index.

Here's how I see the whole situation. These older OCMs aren't going to be around forever. While I don't think NBC will lay anyone off anytime soon, I believe a few OCMs will retire in the next few years, so they need new talent now to learn the ropes at TWC now so they will be ready in a few years to replace the older OCMs.
