Most people don't want to be wasting their precious bandwidth for streaming something in 720p when a 240p-480p broadcast is perfectly sufficient. You should be lucky that there is even a stream of this at all (even though it appears to be down at the moment).

That certainly looks to be a 3000. There was once a picture of the front of a 3000 on support.weather.com. I'll see if I can find the image at some point in the near future.
