When I was a cart pusher at Walmart, I'd see all types of license plates in the parking lot. Here in southern PA, it's common to see out of state plates like Maryland, New Jersey, Virginia, and Delaware, but occasionally I'd see ones from further out of state like Georgia, Florida, Illinois, Texas, California, and even as far as Alaska. I've also seen some Canadian plates from Ontario.

i saw this start occurring about 2 months ago, i wonder what's causing it.

Either (a: more likely) TWC moved the national LDL up a few pixels or (b: less likely) TWC sent out a update to move the IS LDL down a few pixels.
