Actually, it looks like this is a local issue. The local forecast cues normally, but then during the text-based forecast,  it freezes and aborts to the satellite LF. The local LDL never cues then during the proceeding segment. I've had this happen a few times before. Once the junk forecast data that's making the STAR crash is expired, the issue should be solved.

Now I wonder what the Intellistar emergency feed music is. It was rather refreshing to hear classics like When Summer Comes and South of Market return for several weeks during longform.
I doubt they touch them. TWC hardly ever uses the dual-feed anymore, so why bother going through all the work to send out a potentially-troublesome software update to every domestic IntelliStar to change something that gets heard maybe once every three months if you're lucky?

Bought two They Might Be Giants CDs at an FYE that's closing. "Flood" and "Then: The Early Years" which is a two-disc set which includes their "They Might Be Giants" and "Lincoln" albums, plus a lot of other B-side material.

If you're going by the radar and the TCF and not using the Local Update), then it'd be circa early August, 1994, the only time in which the 8-color radar and gradient TCF were used in tandem.

You guys would've hated the 90s. The same playlist ran for at least three months and you'd be lucky to have 30 songs on the playlist.
