Here's a tricky one. Based on a clip I saw, this OCM was talking to a cardboard version of the guy who does the weather for the NBC affiliate in my hometown of Spokane.

Note: If anybody gets this right, I'll post the clip I was referring to.

I woke up this morning and saw that Spokane's Weatherscan's video feed is jumping and skipping frames about every couple of seconds or so. I recorded a clip of the glitch:

Can this be fixed somehow?
