What I hate about above ground electricity is when trees touch the wire, they get trimmed (at least here), meaning less and less oxygen in the air. Does the mayor of this town care about the environment?That's really a minor difference, so you don't need to really worry about that.
IMHO, you've got bigger problems than mistakenly using a filter on your modem. You need to get a technician out there to check every inch of line between your house and the phone pole. Does anyone else in your neighborhood have similar problems?My mom called the ISP and they're going to send out a technician here tomorrow.
