WeatherSTAR Tech Support / No LOT8's near Lex, KY

I'm new here and I hope I have posted in the correct place! 
I have DishNetwork in Paris, KY and my Local on the 8's is just a generalized national report done by region. I have seen a Local on the 8's for the Bluegrass Area on a tv in a nearby Hardee's, however. How do I get the Bluegrass one to come up on my TV???? Is this something I need to take up with the DishNetwork peeps??
