Yes.  If they have to do 60-second locals, this works.  True, you only get 7-8 seconds for each screen, but something has to give when time is so short.

Apparently, my DirecTV setup doesn't know what to do with the 60-second LF's.  It showed two more screens (the 7-day forecast and the local radar) after the music had stopped and the OCMs had reappeared.  So, you could say I got a 90-second LF "under the table."

Out of the available options, it's two minutes or bust for me.  The LF's do serve a purpose (which TWC is diminishing).  30 se 60 seconds isn't long enough IMHO to convey much meaningful weather data.  2-minute LOT8's should leave them plenty of time for commercials and coverage of Gimmick Tornado Week.

Looks like you've got some cold weather to deal with.  I've got clear and 72 °F, with winds N at 3 mph.  It's rather balmy for this time of night (but maybe not for May).
