Yeah, but don't other networks do that (like CNBC and ESPN)?
Other networks normally just push the viewed screen upward a little so that their lower display can fit right underneath and not block the commercials.  See ESPN's Bottom Line during a commercial break as an example.  As Jesse said, TWC and all other networks don't want to hide their ads as they were all paid to show them.

it would be better to shrink the picture to fit the LDL in

it's worked for CNBC and ESPN so why can't TWC do the same?

i would say why is not seeing the forecasts on video wall instead of the chroma key a problem? at least you get your forecast either way and TWC can't please every viewer.
