on my other computer, whenever i use the scroll bar on the trackpad, or the scroll wheel on an external mouse, it always makes a VERY faint high pitched beep/buzz. Weird. I have major problems with interference between a set of speakers and a desk lamp.

Yes, people still do that. I don't think it's nearly as common these days. They do it for the same reasons that they but their children up for adoption.
