All of the stations use their own, and many don't even have them at all.I have not seen it used for any of the above, in several years. In which case I have not seen it for several years.And civil emergencies, child abductions, etc. But, they are tested either overnight or in the early afternoon on a weekly basis.
Then you need to look closer, because its there.
I DO recall seeing a test about a month ago during the afternoon, but I have not seen it used for such emergencies since about 2004.
