While I looked up weather.com on the Internet Archive website, I came across the radio personalities page and you wont beleve what I just found, Allen Jackson - the same guy who narrates the XL and IntelliSTAR!

Yea on Twitter Weather Center said the narrations were done by a meteorologist. I thought I misunderstood them or something... This confirms it

The guy doing a lot of TWC's promo work of late is Jim Cutler. He's got a long string of VOs behind him. Hear his voice regularly on ESPN Radio.
