Why doesn't the Local Forecast on the 8s air during every show? By that, I am meaning on just a portion of the screen that comes on during some shows with the radar.
-
Uhh, the Local on the 8s DOES come on every show. ;)
-
The only time the LOT8's doesn't air is during long form programming, which is because they don't want to disrupt the show.

Actually, it still does, at :38 and :58 after, and at other times they will show the corner forecast (also on the 8s).

Exactly. I meant that it doesn't air as it usually would.

Most of the time when a show is playing, I don't see a Local Forecast... I was up all night, and TWC was playing Forecast Earth and WWCH over and over and over, and I swear, I didn't see a true LF for three hours.
Maybe I'm just delusional?

You're delusional. :P
A true "Local On The 8s" plays at the top and bottom of the hour during long-form programming (Forecast Earth, WWCH, etc.) Sometimes during long-form programming, network control will cue the L-bar corner forecast on the 8s, but that doesn't happen all the time.
