Intellistar problems?

What could cause the Intellistar to start up about 2 seconds early? It's been happening for a couple months on my cable company's Intellistar. It's not just the local forecast. The station ID is also doing it. Did the cable company accidentally set the cue a couple seconds early or something?
The location of the Intellistar is Baltimore, Maryland and the ID is 26781. I have Verizon.
