Shaft does... though I didn't catch a clip of it. I have to record 22842 with a camera until I find some way to get a TV tuner over there. I'm going back to my dad's on Tuesday, so I'll see what I can catch then.

What I take from this is:
1) It is a pre-recorded segment, that was mistakenly aired instead of the LF music. I believe this because if you'll notice, the person talking gets cut off by a live shot with Kim Perez.
2) I believe it is Mike Bettes talking... but wow, some of the things he says

I don't know for sure who it is talking or who he is talking to, nor do I know if this also occurred for the SD viewers.

That's definitely Mike Bettes. I wonder who he was talking about when he said "When you're young and dumb you'll do just about anything." 

This reminds me of the two videos I saw of Vivian Brown and Jennetta Jones of the same error.

I'm not sure, but that sounds like a behind the scenes recording from back during the hurricane season... note how he says "A monster hurricane beats down on-".

He could also have been doing a recording for a future long-form program that features a hurricane, too.  It's not the first time that an OCM has left his or her microphone on during a LF to where we hear the OCM talk with or without the normal LF music.  Just ask Jeanetta Jones as she did it several times during the 90s, and I even found two YT videos to prove it.

The LDL appears to be broken right now, at least on the DirecTV IS. At 6:40 PM ET, the bottom part of the LDL slid in, and then it disappeared right away.
