Billy is right. Usually, the locality that appears while current products are unavailable is where the headend is. However, TWC doesn't have the location of some headends, because the cable co only gives TWC the "name" of the headend. For example, the South Hills headend here doesn't use a location - it uses a name, so when there is an outage, the top of the CC screen reads "S HILLS GROUP/Bthl/Cstl Shn/MLeb/Drmt," which translates to the group of South Hills communities of Bethel Park, Castle Shannon, Mount Lebanon, and Dormont. This happened when Comcast took over Adelphia and consolidated the 4 headends in the South Hills to just one.
As another example, my Verizon headend displays "Pittsburgh VHO11," because that is the headend name (VHO stands for Video Hub Office, and Pittsburgh is Verizon's 11th headend).
