I've heard that most Fios Affiliates across have STAR IDs that either begin with 26 or 27.
The Fios STAR ID here in Richmond is 27100.
So does anyone know if Fios has STAR IDs NOT beginning with 26 or 27?

FiOS is pretty new, so I doubt there are any FiOS STAR's whose ID's are lower than, say 26500. Usually you can judge how old a STAR is based on their ID#.
For example, most IntelliStars whose ID's are from 21000-25000 or so probably came out in 2004. 25000-26500 were likely installed from early 2005-mid 2006. So far, the highest (and likely newest) IntelliStar's I have seen are about 28100. I figured out this pattern after looking at various videos and searching old posts in other forums that contain people's ID# and when their STAR came out.

Most likely that's a definite yes.

All Verizon headends use IntelliStars, Victor.
My FiOS ID here is 27542. I suppose it's possible for a Verizon headend to get a lower ID number, I mean, they do reuse units. So, if another cable headend sent one back to TWC with an ID starting with, say 24***, then Verizon may very well end up with it.
