TD #17 has been upgraded to Tropical Storm Philippe as of the 5 PM advisory with winds of 40 mph.  It poses no threat to land as it's heading for the central Atlantic.

After what seems like FOREVER, Philippe becomes a cat 1 hurricane.  :faint:  :yawn:

Philippe won't stay as a hurricane for too long as it heads into the northern Atlantic and begins its extratropical transition.
