Current Conditions and Regional Observations -- No cities?

I'm trying to set up the Weatherscan XL emulator, but I have run into a major problem. I live in Houston, TX and the website doesn't seem to show any cities in my county. What can I do about this?

I've done more digging (and gotten the thing to run -- with some issues), and it seems that there is something seriously wrong with the listings for ALL Texas cities. Some cities are listed under the wrong county, some counties are duplicated under other counties, and the Extended Forecast is just totally broken (the city listings under that category have the first 2 letters cut off, have the same county issues as Current Conditions/Regional Observations, and the result in the emulator is no data on that screen).
