Gary I was wondering , how come Downtown Baltimore does report any sky or temp conditions?

I've explained this before. That weather station is not manned. Therefore those conditions are not reported.

There are many stations that aren't manned and are able to report these conditions, except for a few that aren't capable of (which I have no clue why).
