Yes the duration of channel scan is not important currently

but I checked titantv's site and in some areas like in mine, only the local channels are available through analog btoadcast.

TWN used to be on basic cable up there. A few months ago it was moved to digital only.

No, its still on basic up here... Across all of Ontario its still on basic. Rogers, which services most of Eastern Canada, has no plans on moving TWN to digital at the time.
