Question Regarding Video Editing Programs

Evening guys,
Is anyone here familiar with a video editing program (besides Ulead VS and Sony Vegas) that allows the user to put images over videos? (Images overlaying videos or other images). If so, please tell. B)

I believe Adobe Premiere Elements can do this. :yes:

Awesome, perhaps there is a more easy-to-use program out there for novices that can as well? :P

*Sorry to bump* But moreover, Adobe's trials are not avaliable until July 1.  <_< Which is bad, seeing as I need these capabilities right away.
