Emulator Programming and More (Questions) in one Post

So, I have several questions I would like to post here.

  • How do you program an emulator? What is the best program to use to work the emulator (ex., Microsoft VB, etc.), what is the best (XML?) feed to get info from?
  • Are there any images such as the IS2 animated current/forecast graphics available to the public (for download) at the moment?

I would say VB is a good start if you're looking to make an actual program, assuming you have avid programming skills. As for IS2 animations, you're on your own for that I'm afraid.

I'm more graphical than code, but I am learning, still... I have been working with Visual C# '08/'10... the book I've been learning from lets me create a POS program with no graphics and Terminal font conditions.
