As of the 12:28 PM CT LF, my IS is now completely back up and running.

I'll have to wait for at least 10 minutes until live on-air programming returns, but I have the black bar back.
It has the backup CC site's weather data on it (Westchester County Airport in White Plains instead of
downtown White Plains, the primary site).
