Yeah, TWC talking about swine flu earlier. WTF does that have to do with weather? I'm sitting here with two severe thunderstorm warnings for my county; that should be their top story right now.
They are 2-3 months late, that is, with the swine flu story (word/term of 2009 nominee). You're right, they need to focus on severe weather.

I'm pretty sure that sound was supposed to go w/ the headline opener that failed to show until near the end of the video.

I bet it was a sound effect. The producers must have pressed that sound button by accident.

That's what I was immediately thinking, but I just came up with a different theory- I would imagine that only Kelly's microphone was on with no other sound recording was ongoing, and her microphone picked up the sound if it was indeed something being broken in the background, in a strange way.

I recognize that sound effect, too.  Do we really need that many sound effects on TWC?

Yeah, that's kind of a weird sound effect to use with an opener. Why not bring back the three-tone chime? IMO, that would match good with the opener.

Here's a better idea:  Why don't they just abandon the sound effects altogether and go back to focusing on the musical themes?  I can't recall hearing any sound effects during the 1990s and early 2000s on TWC.  They weren't needed as the musical segments were outstanding by themselves.
