The arrow icon isn't part of the official set. It was first created for foreign weather.com sites (they also had a custom fog icon with a road on it).

The icon set is still missing the sunny/windy, cloudy/windy, mostly clear, fog/drizzle, the partly cloudy/windy icons, the rain/windy and snow/windy icons with "windy" on them, and the AM/PM rain and snow icons.

The only icons that are on that site are the ones that map correctly with weather.com (which is why they are numbered). The only reason they appeared in that folder is because they are part an apparent future Verizon FiOS TV weather widget (which would be cool! the current Weatherbug app is slow, and not detailed enough). The widget will likely come when VZ launches it's new interactive programming guide sometime next year.
