in the first part it has a Picture of Hurricane Flags, then it says "GULF COAST PREPARES FOR GUSTAV" and "GULF COAST EVACUATES".

I think i found it. It comes at :57 past. Let me record it

There's also the one that was used as the opener for the final two hours of PME; that sounds a lot like what you were describing.

They just extended the last segment to :46 and 30 seconds in order to do a radar update for the entire nation and "tie this into a forecast region-by-region". Who knew there was other weather going on around the country until just now? :P
