I think that was supposed to happen, because Forecast Earth is now airing in HD for HD viewers (according to Spring Rubber), and it is letterboxed for SD viewers. It's possible for them to have used a non-HD ready shot in FE, which would result in the pillar boxes to be shown.

However, I don't think that The Weather Channel should show the letterboxed format on the SD feed and then add the side panels to make the "viewing window" even smaller. It just doesn't make it as watchable. I don't see this problem with
