And to possibly piggyback the previous, there was no opener at 9:00 for the double-E.

What did they do instead? Straight to the studio?

They tried to do the "Water Worries" opener, then a video clip, the the "Water Worries" opener (all froze), then went straight to the studio.

at the top of the 8:00 o'clock hour (CDT) one lowerthird during the teaser was cut off of the left side of the screen. i thought it was rather interesting.

When I saw it, it was cut off at the bottom. Is that what you meant?

Oh, I know what you mean, but the lower third was also displayed far lower than normal (in the area normally covered by the LDL).

Yeah, the text was close to riding the very bottom of the screen, which is what distracted me from noticing the other issue that you noticed.

the lower third was also displayed far lower than normal (in the area normally covered by the LDL).
All lower thirds on full control have been doing that recently. However, on master control, the lower thirds display fine.

I noticed that; but this particular lower third would have been completely covered by the LDL had it not been off since it was the top of the hour.

I'm not sure exactly what you're asking, but I take a stab at it and say that the L3 was a part of a pre-made teaser package in editing.

Close, I mean like what was behind the key? A video? If so, what video? What was the video of?
