I think they fixed this issue a couple of days ago. The only time when it doesn't happen is on "Local On the 8's" and "TV Commercial's" from cable companies and satellite services like "PrimeStar". It have been like this since 2016. There is an example on my youtube video that I have uploaded a while ago. I'm not sure if anyone else have this same issue.
Update on 7/20/2017: Now it's glitching or freezing again.
Update on 8/9/2017: Fixed!
It's was my cable company.
